If  it's out of update period and expired and or you did a factory reset , you cannot register the product or download the lost software back on to the unit unless you purchase an update.

When you say you have just bought...........did you buy a new unit or a used one.................? if its new the go to settings>>>about>>> and look for all the information for registering your tool.............
